Chapel Hill’s quick-reference guide regarding necessary steps for businesses affected byt he flooding to re-open.

PERMIT APPLICATIONS - CHAPEL HILL ONLINE PERMIT PORTAL: Online Permit Portal
The Town of Chapel Hill will be expediting all permit applications related to flooding and the following permits can be applied for on the Online Permit Portal:

  • Electrical Permits:

    • Select the ‘Trade Work Only Permit’ application on the Permit Portal page. This allows you to apply for an expedited permit focused solely on electrical work.

    • Be sure to include the words “FLOOD PRIORITY” within your permit description so it receives urgent attention.

  • Construction and Repair Permits:

    • Select the ‘Commercial Permit’ application on the Permit Portal page.

    • Be sure to include the words “FLOOD PRIORITY” within your permit description so it receives urgent attention.

EMERGENCY FUNDING:
The County has submitted applications for emergency funding. The status of the applications has not been determined and we will share any updates as soon as they are received.

On-Property Resources (alphabetical)

3D Mapping Imagery of Your Space
Our contracted restoration company, BluSky, will visit each business to capture detailed 3D photography of your space using Matterport imaging technology. This process will generate precise digital records that are highly valuable for documentation, insurance, and recovery planning. Once your space has been photographed, we will share the files with you directly.

Command Center
We have established and on-site “command center” trailer in the center of the parking lot. Please feel free to visit for immediate assistance and to speak with the Kite and BluSky teams.

Debris Removal
All flooded vehicles and large debris have been cleared from the parking lot. Sweepers will visit periodically for detailed lot clearance.

Dumpsters
Dumpsters have been placed on-site for everyone's utilization.

Health Safety & Construction Consultant
We have engaged Hillmann - an environmental health, safety, and construction consulting firm - to assess every space across the center. Their work is a critical step toward ensuring regulatory compliance, occupant health, and overall workplace safety as we move toward reopening. The Hillmann team is anticipated to be on-site through 7/13.

Lighting
Temporary lighting towers have been placed in the parking lot to enhance nighttime visibility and safety.

Media
We are in contact with multiple media outlets, and as our recovery progresses, we plan to utilize the media to get news of business support and re-openings out to the community. Please let us know if you have any pertinent information you would like shared.

Restoration Partner
Our contracted restoration company, BluSky, has been on-site since the incident. If you are interested in contracting their services and haven't yet connected with them, please reach out to eastgate@kiterealty.com and we will coordinate the introduction.

Restrooms & Washing Stations
Portable toilets and hand-washing stations have been installed for your use.

Security
Additional security personnel are on-site overnight to monitor and protect the property.

Signage
A signage program is in production to help inform the community of our progress. This includes roadside and window signage, which will be updated over time to reflect the status of individual tenant re-openings.

Structural Engineer
A structural engineer to inspect and assess the integrity of all buildings and roofs.

Town of Chapel Hill
We are in ongoing contact with the Town of Chapel Hill and Chamber regarding recovery efforts and resources. We will provide all relevant updates as they are received.

Water Consultation
A third-party water consultant is formally classifying the water event and conducting moisture mapping. They will also provide remediation protocols and issue Final Clearance Letters to each tenant after work is complete.
