Change of Contractor Form Required if Switching from BluSky During Reconstruction

If you are currently utilizing BluSky for your reconstruction work but plan to switch to another contractor during any part of the reconstruction process, you will be required to submit a Change of Contractor Form as part of the Town’s permitting process.

What you need to know:

  • This form ensures the Town’s records and permits reflect the correct contractor of record.

  • The requirement applies even if the switch occurs mid-project.

  • Without this form, your new contractor will not be authorized to proceed under the existing permit.

  • The processing fee for this form will be waived.

Commercial Construction Permits: Tenant Narrative Form Required for Non-BluSky Reconstruction

As part of the Town’s permitting process for reconstruction, any tenant not using BluSky for their reconstruction work will need to submit a Tenant Narrative form as part of their permit application.

What you need to know:

  • The Tenant Narrative is a required document by the Town of Chapel Hill for all Commercial Permit applications.

  • If you are working with BluSky - they will handle this form for you and no action is needed on your part.

  • If you are working with a different contractor - it is your responsibility to ensure this form is completed and submitted.

Reminder: Delivery Coordination at Eastgate Crossing

Recently, there have been some deliveries arriving at Eastgate Crossing for tenants who are not currently on-site. In a few instances, BluSky team members have been asked to sign for these packages – however, they are not authorized to receive deliveries on behalf of businesses.

To help avoid any issues or delays, we kindly ask that you please:

  • Ensure someone from your team is on-site to receive any expected deliveries, or

  • Redirect deliveries to an alternate address until your team is present at the center.

The SBA has made disaster loans available for those affected by the flooding.

From the SBA:

Small businesses and private nonprofits are eligible to apply for business physical disaster loans and may borrow up to $2 million to repair or replace disaster-damaged or destroyed real estate, machinery and equipment, inventory, and other business assets.

Applications for disaster loans may be submitted online using the MySBA Loan PortalThe deadline for Physical Damage filing is September 23, 2025, and the deadline for Economic Injury filing is April 27, 2026.

Center-Wide Power Progress & Next Steps

We’re pleased to share a major update on the center-wide power restoration efforts at Eastgate Crossing, as well as what to expect in the coming weeks.

Center Power Restoration Update

  • All major electrical equipment - including the new disconnects and gear switch boxes that route power to individual spaces - is scheduled to arrive this week.

  • Once installation work begins, we estimate that full power to the center will be restored within 2-3 weeks.

  • We’ve notified the Town that this work is underway, and they’ve committed to being ready to review and approve permits as soon as possible after installation is complete. We’ve also alerted them to the volume of upcoming requests to help streamline the approval process.

What Happens Next?

  • After the center-wide electrical installation is complete and your individual electrical work has been approved by the Town, Duke Energy will inspect and authorize final power restoration to your space.

  • We’ve been in contact with Duke and are actively coordinating their involvement to keep the process moving efficiently. We’ll share additional updates as soon as a more definitive timeline becomes available.

  • If you have questions about electrical work in your space or need support in preparing for the Town’s or Duke’s inspection, please don’t hesitate to reach out.

Re-Opening Timing

  • Different buildings and spaces within the center may follow different re-opening timelines based on when power is restored and when individual reconstruction work is completed.

  • Please note that each business will be able to re-open as soon as their space is ready and passes the required inspections.

  • Some businesses may open sooner than others, and we’ll do everything possible to give your customers a consistent, welcoming experience even while other parts of the center may still be undergoing construction.

HVAC Testing: Temporary Phase 3 Power Available

For tenants who are responsible for their own HVAC systems, we are able to assist with temporary Phase 3 power so you can test your HVAC equipment while we await full power to be restored to the shopping center.

Here’s How It Works:

  • BluSky can provide temporary Phase 3 power (required for most HVAC testing) using the temporary generators that have been on-site.

  • 24-hour notice is required from you so BluSky can install the proper Phase 3 converter near your space (the temporary power spider boxes currently at each space are not fit for Phase 3 power).

  • This service will allow your HVAC technician to test system functionality as we await power to be fully restored at the center.

How to Schedule:

  • If you’re preparing to test your HVAC system, please email eastgate@kiterealty.com at least 24 hours in advance. We will coordinate the temporary power setup for you.

Hillmann Reinspection – What You Need to Know

As part of the recovery process, a reinspection by Hillmann (environmental and safety specialist) of your remediation work is required for every space before reconstruction (i.e., drywall or walls) can begin. This reinspection is a necessary step to ensure your space is clear of moisture and safe for rebuild activity.

Why it Matters:

  • The reinspection ensures compliance with health and safety standards.

  • It verifies that remediation for the findings in Hillmann’s initial report on your space has been completed properly.

  • The reinspection must be completed prior to any walls going back up.

Coordinating the Reinspection:

  • If you are working with BluSky: They will automatically coordinate the Hillmann reinspection for your space.

  • If you are NOT working with BluSky: Please notify us as soon as you believe your space is ready for reinspection by emailing eastgate@kiterealty.com, and we will help coordinate your reinspection with the Hillmann team.

We wanted to make you aware of an NCWorks program taking place tomorrow (Monday, July 21) that could be useful for any employees impacted by the flooding.

The details are as follows:

Employees impacted by Tropical Storm Chantal are invited to join workforce experts at the Chapel Hill Public Library on Monday, July 21 for an Impacted Worker & Rapid Response session. This is an NCWorks program that responds to the needs of affected employees with a focus on preventing and minimizing the duration of unemployment. Employees are provided with information and resources available to help them with the transition. This information includes Unemployment Insurance Benefits, Education and Training Options, and Job Search Assistance.

Resource sessions will be provided at the following times:

  • 9:30am – 11:00am, Chapel Hill Public Library, Meeting Room A

Governor Stein Declares State of Emergency For Impacted Areas to Help Facilitate Tropical Storm Chantal Recovery

Today, Governor Josh Stein announced a State of Emergency for 13 counties to facilitate and support long-term recovery efforts from flooding caused by Tropical Storm Chantal. In accordance with the North Carolina Emergency Management Act, this is critical to make state and federal recovery assistance available.

Two key points regarding the Business Re-Opening Guide:

  1. As water levels reached electrical outlets in most spaces, the majority of Eastgate Crossing businesses fall into the second category outlined in the attached Guide.

  2. After clicking on the 'Online Permit Portal' in the second category of the attached, you may select 'Trade Work Only Permit' to apply for an expedited permit focused solely on electrical work. Be sure to include "FLOOD" in your permit description so it receives priority.
